Military Spouse License Portability Assessment

The Military Spouse License Portability Assessment was designed to inform Department of Defense policy makers of the amount of time it takes military spouses to obtain an occupational license when they have an inter-state relocation due to a Permanent Change of Station.

In partnership with the DoD, Defense – State Liaison Office (DSLO), the Clearinghouse examined 6 occupational licensure boards across 50 states and Washington D.C. to identify their license processing times. The boards were: Accountancy, Cosmetology, Dentistry, Education, Massage Therapy, and Pharmacy. The report includes a description of the assessment measures and findings including those related to license-application processing times, supporting documentation requirements, the application process, information accessibility, and application costs. It also includes recommendations to improve the licensing process and detailed findings for each state and the District of Columbia.
